Hoover Institution (Stanford, CA) – The Hoover Institution will host a seven-day seminar in summer 2022 for mid-career foreign and defense policy professionals from partner countries.

This inaugural Hoover Institution International Seminar Program, to take place in person on the Stanford campus, is meant to help build a framework in which future leaders of free and open societies can develop and advance a road map of policy solutions to counter global authoritarian trends.

The three principles undergirding this consortium of mid-career policy professionals are as follows:

  • The United States cannot act alone in maintaining political and economic orders that help free and open societies prosper and remain secure.
  • An enduring liberal international order depends on strong working relationships between democratic states that are committed to solving problems and seizing opportunities.
  • Solutions to global problems—whether geopolitical, economic, or humanitarian—must begin by building coalitions of actors at the country level.

Prior to the in-person seminar in summer 2022, participants will be prepared with background information on specific case studies, and throughout the program they will be active in making presentations and leading discussions.

The seminar will feature prominent experts who will discuss topics related to economics and technology; national security and defense; politics and democracy; and diplomacy. Final policy briefings will take place at the conclusion of the seminar. Participants will be expected to share ideas and findings from the seminar with colleagues in their respective home countries.

For this inaugural seminar, applications will be sought from international foreign and defense policy professionals from countries that share democratic values. Applicants will be expected to submit a cover letter of stated interest, a short essay on a common problem shared by like-minded democratic countries, a letter of recommendation, and a short video in English that provides a description of a policy problem. The application deadline is March 1, 2022. Candidates will be notified about their acceptance to the seminar on March 28, 2022.
