Abstract: The United States emerged from the COVID pandemic with roughly the same world ranking in educational achievement as when it entered, but the heterogeneous losses across states changed these states’ international competitiveness, and students from different states can expect wildly different losses of future earnings. The economic costs resulting from pandemic learning losses have yet to accrue and can be ameliorated by public action, but time is quickly running out.
