About

Natalie Millar is the Styslinger Family Fellow at the Hoover Institution. She specializes in labor economics, public economics, and the economics of education. She is also a research fellow for the Alabama Commission on Higher Education and the North Carolina State University Postsecondary Career and Technical Education program.

Millar’s research primarily examines the individual labor market and the economic returns of training programs and credentials, with a particular interest in training programs designed to align skill production with skill demand. In her work on business incentives, Millar explores how discretionary workforce training incentives influence job creation, capital investment, and workforce development. Her research has significantly shaped state legislation in Alabama, including the Transparency in Incentives Act.

During the 2024–25 academic year, Millar is conducting the first study of the labor market effects of customized job training programs, which are designed to provide skills demanded by local employers.

Millar earned her PhD in economics from the University of Alabama.
