Adrian Perkins was a veteran fellow at the Hoover Institution.

Perkins is a native of Shreveport, Louisiana. In the wake of 9/11, he accepted a nomination and eventually graduated from West Point as the first African American graduate elected class president. In 2008 he entered the US Army, eventually serving three tours of duty in Iraq and Afghanistan, achieving the rank of captain and company commander, and being awarded the Bronze Star. While transitioning from the military, he was accepted into Harvard Law School, where he was elected student body president and a Pat Tillman Scholar. On December 31, 2018, he was elected the 56th mayor of the City of Shreveport, leading the city through the disruptions of the COVID-19 pandemic.
