Mark P. Lagon is ambassador-at-large and director of the Office to Monitor and Combat Trafficking in Persons at the U.S. Department of State. In February 2009, he will become executive director of Polaris Project, a Washington, DCbased anti-trafficking NGO. This essay incorporates some material delivered in the William V. O’Brien Lecture in International Law and Morality at Georgetown University on April 19, 2008, and a speech before the American Society for International Law on May 7, 2008 in Washington, DC.
