Zachary Shore is a National Security Visiting Fellow at the Hoover Institution and a Professor of National Security Affairs at the Naval Postgraduate School. He is a historian of international conflict. He focuses on understanding the enemy.

Professor Shore earned his doctorate in modern history at Oxford, served as a National Security Fellow at Harvard, and held a fellowship at Stanford's Center for Advanced Study in the Behavioral Sciences.

He is the author of five books, including three on enemy assessments. He has also written on foreign policy decision making, Blunder, and he recently published a practical guide to success in graduate school, Grad School Essentials. He is currently developing a book about the role of revenge in America’s treatment of its enemies.
