About

Captain Michael Schoonover, representing the U.S. Coast Guard, is a National Security Affairs Fellow at the Hoover Institution for the 2017-­‐2018 academic year.

Captain Schoonover has served in multiple operational command positions conducting search and rescue, law enforcement, homeland security, and maritime environmental response operations in the Caribbean, New England, California, Washington, and Hawai`i. Most recently, he led a specially trained and equipped Coast Guard unit ensuring the waterborne safety and security of U.S. Navy Ballistic Nuclear Missile Submarines (SSBN).

His policy experience includes multiple assignments in Washington, D.C. serving at Coast Guard Headquarters as a Funds Manager and Budget Analyst; at the White House Office of Homeland Security during the stand-­‐up of the Department of Homeland Security (DHS); as a Congressional Affairs Fellow for DHS providing legislative integration functions between Congress and DHS; on the DHS Presidential Transition team in 2008; and on the National Incident Command staff during the Deepwater Horizon Spill of National Significance.

A native of Massachusetts, Captain Schoonover earned his military commission from the U.S. Coast Guard Academy, where he received a Bachelor of Science degree in Management. He holds a Master of Business Administration degree and a Certificate in Management of Technology from the University of California, Berkeley.
