Chinese leader Xi Jinping has openly expressed his intention to annex Taiwan to mainland China, even threatening the use of force. An invasion or blockade of Taiwan by Chinese forces would be catastrophic, with severe consequences for democracies worldwide. In The Boiling Moat, a new book from the Hoover Institution Press, Matt Pottinger and a team of scholars and distinguished military and political leaders urgently outline practical steps for deterrence. The authors stress that preventing a war is more affordable than waging one and emphasize the importance of learning from recent failures in deterrence, such as Russia’s invasion of Ukraine.

dimensions, primarily of what is already an incipient crisis in the Taiwan Strait. And that's

not because we don't think the diplomatic and the informational and economic and other tools of

statecraft aren't important. We don't think that the diplomatic and the informational and economic

and other tools of statecraft are important. They are very important, but they're not going to work

if they aren't built on a solid foundation of hard power. Credible, hard power is the cornerstone

of effective deterrence. And we're at a moment right now in the world, as you were just alluding

to, Larry, where we're watching success of sort of a cascading event of collapsing, failing
05:42 --> 05:50

deterrence on the part of democracy. And we're at a moment right now in the world, as you were

saying, where we're watching success of sort of a cascading event of collapsing, failing

the ability to significantly enhance deterrence or fail to do that. But we also have a lot about

Australia and also Anders Fogh, Rasmussen, the NATO Secretary General, contributed a great chapter

about what Europe needs to do to understand that this is actually a European problem, just as much
07:13 --> 07:23

as it is a South Korea type of problem. So that's the essence of it, is really these urgent steps on the military front.

And you're going to be unpacking those steps over the course of your interaction with two rounds of your co-authors.

But you want to give us a kind of, some kind of synthetic overview of what the perspective is on the fact that

So in the summer, I took a bunch of Israeli generals and former Israeli senior national security officials to Taiwan.

And it was very, it really is what inspired this chapter because we had conversations with Taiwan's joint staff
08:33 --> 08:42

and with other civilian as well as military leaders. On the Taiwan side of the table, they wanted to talk about hardware.
08:42 --> 08:49

You know, how is it that Israel has done such an incredible job?
08:49 --> 08:53

With things like David's sling and Iron Dome to, you know, shoot down rockets and UAVs and things like that.
08:53 --> 09:03

On the Israeli side of the table, they wanted to talk about the way that the reserves are set up in Taiwan.
09:03 --> 09:11

And they were troubled by what they saw, quite frankly.
09:11 --> 09:14

The Israelis were troubled by the fact that Taiwan has a massive reserve force that doesn't train very frequently or very realistically.
09:14 --> 09:23

And so we have a whole chapter really looking at a very fast and urgent set of steps that we think Taiwan needs to take in terms of its military culture,
09:23 --> 09:34

but also bringing in the civilian participation in the defense of Taiwan,
09:34 --> 09:42

because that's going to be something that strengthens deterrence.
09:42 --> 09:45

The big paradox of deterrence is you have to show that you're ready and able and willing to fight.
09:45 --> 09:52

In order to not have to fight.
09:53 --> 09:55

It's like George Washington used to say in his first address to Congress, you know, being prepared for wars is the best way to maintain the peace.

So on the U.S. front of it, part of the overview is really that the United States is has fallen into a bad spot with respect to munitions manufacturing.

It's not because we lack technology. In fact, we focus in the book on technologies that already have been proven.

We're not talking about waving a magic wand and and and fielding technologies that are have only been imagined, but not yet really tested.
10:30 --> 10:39

We think we're actually quite optimistic that we can deter Xi Jinping.
10:39 --> 10:43

And deterrence is really about that one man, by the way, given the nature of their system.
10:43 --> 10:48

We can do that if we show that we are capable of fighting not just a battle, but a war.

Not just a big battle, but a prolonged conflict.
10:53 --> 10:56

And Xi Jinping's calculus.
10:56 --> 10:58

And as you read Chinese People's Liberation Army doctrine, they're starting to think about, geez, how would we fight a longer war?

What are one of the lessons from Ukraine is sometimes a quick first phase of a war doesn't go as planned.
11:07 --> 11:15

The aggressor stumbles and then it turns into something more prolonged.
11:15 --> 11:20

We are not manufacturing.
11:20 --> 11:22

We are not manufacturing.
11:23 --> 11:24

We are not manufacturing.

Or the quantity of munitions that we need to actually help deter this this conflict.

And in Japan, again, it's it's really that Japan is the swing state.

Japan, when we have private conversations with Japanese officials, we find that there's a recognition that Japan is going to if if if Beijing decides to attack Taiwan or even blockade Taiwan, Japan is going to be sucked into this thing.
11:34 --> 11:47

There's no avoiding it, but there's a reluctance to talk publicly about that.
11:47 --> 11:51

And unless we.

We're gonna have a much tougher time actually deterring that conflict.

So let me just say for anyone who's standing, we've got seats.

So now I will reveal something a little bit personal, not very personal.

Early in this project, you really urged me to read the second volume of William.

Manchester's unforgettable three volume biography of Winston Churchill, the last lion.

And that volume two is Winston Churchill alone.
12:29 --> 12:34

Nineteen thirty two to nineteen forty.
12:34 --> 12:37

I will just make a statement and then ask you a question.

The statement is that that book, which is, of course, a history about nineteen thirty two to nineteen forty in the UK and Europe.

Is something.

I knew the broad contours of right.
12:54 --> 12:57

I think most people in this room know it well.
12:57 --> 13:00

But reading it in that way from beginning to end had.
13:00 --> 13:05

Uh.

An incredibly powerful impact on me and it reminded me of the title of Gabriel Garcia Marquez's novel Chronicle of a Death Foretold.

So why did you ask me to read that book?

Why did you read that book?

What was the impact of you on that book?
13:24 --> 13:26

And what is the connection of that book to what you're writing?
13:26 --> 13:29

Yeah.

Look, the.
13:30 --> 13:32

There are a lot of people who've caught on to this analogy that we're living in a moment right now that is very nineteen thirties.
13:32 --> 13:42

And when I read that book last year, it had the same effect on me that you just described.
13:42 --> 13:49

It was.

Heartbreaking to watch this mistake unfold because democracies, the United Kingdom, France, but but also the United States, believing that it was protected by an ocean, did not take the steps at the critical early stages that they would have needed to take in order to deter or defeat early Adolf Hitler.

And it is.
14:15 --> 14:18

I'm seeing the same pathologies playing out today, except it's not the UK as much as it is the United States, where we have a creeping isolationism in both parties.
14:18 --> 14:33

I don't think it's mainstream, but I do think it's it's creeping forward like weeds.
14:33 --> 14:40

And it is predicated on this idea that.
14:40 --> 14:43

You know, an unwillingness to come to terms with the.
14:43 --> 14:46

In unwillingness to come to terms with the nature of the aggressor is this belief that it's constantly making excuses and apologies for them.
14:46 --> 14:56

Well, yes.
14:56 --> 14:57

Well, they've really had a hard time and they just want a little bit a little bit of living room or or, you know, well, maybe the Rhineland should be remilitarized.
14:57 --> 15:06

And, you know, step after step.
15:06 --> 15:07

It's not that big a deal.
15:07 --> 15:09

It's not that big a deal.
15:09 --> 15:10

We can we can live with that.
15:10 --> 15:11

And so we're seeing a lot of that same.
15:11 --> 15:14

You know, remember Jean Kirkpatrick's old line.
15:14 --> 15:17

She said it's people aren't thinking like hawks or doves.
15:17 --> 15:20

They're acting like ostriches.
15:20 --> 15:22

It's just it's just just putting their head into the ground and saying, no, this isn't really we're not going to let this disrupt disrupt us and coming up with those psychological sort of crutches that allow them to permit aggression to unfold in real time.
15:22 --> 15:39

We're in a very similar moment right now.
15:39 --> 15:41

So, you know, I think.
15:41 --> 15:42

I think we're in a very similar moment right now.
15:42 --> 15:45

So maybe we could just dig a little deeper into the motives for this moment and for the head in the sand ostrich like mentality.

As Manchester makes clear in that book, the UK was coming off, you know, a traumatic experience in World War One.
16:01 --> 16:10

The losses.
16:10 --> 16:12

I don't remember them.
16:12 --> 16:13

You probably do in human terms of British soldiers were staggering in World War One and the experiences of the survivors who came back.
16:13 --> 16:27

The shell shock and so on were were also traumatic.
16:27 --> 16:33

And Britain was tired.
16:33 --> 16:36

It was weary of conflict.
16:36 --> 16:38

It was weary of burdens.
16:38 --> 16:39

And in a way it was it was shell shocked.
16:39 --> 16:43

And so there was a desire to just, you know, rationalize, I think, is a way to put it.
16:43 --> 16:52

You want to draw any parallels to the state of the American domestic political psyche now?
16:52 --> 16:59

Or how do you think that may at all be relevant to where American public opinion is?
16:59 --> 17:04

Yeah, I think there are two things at play.
17:04 --> 17:07

One is, yeah.
17:07 --> 17:08

Certainly this sort of sense of weariness following too long, but relatively small wars in the grand scheme of history.
17:08 --> 17:20

Our war in Afghanistan that lasted 20 years.
17:20 --> 17:24

I deployed twice to that battlefield.
17:24 --> 17:27

And then Iraq, where I did a deployment to Iraq, a shorter conflict, but also unsatisfyingly inconclusive.
17:27 --> 17:36

And of course, the African war.
17:36 --> 17:37

And of course, the Afghanistan experience really, really looks like a loss and probably an unnecessary one in my view.
17:37 --> 17:46

But so that's part of it.
17:46 --> 17:49

But I think we also don't give the American people enough credit.
17:49 --> 17:53

Americans intuitively understand deterrence and what it takes to deter when it's explained to them and when the stakes are really presented.
17:53 --> 18:02

I think that we've had too much of this sort of almost coddling.
18:02 --> 18:05

Kind of approach.
18:05 --> 18:08

I hear it from Republicans, a small group of Republicans who say Americans can't possibly tolerate more defense spending.
18:08 --> 18:17

Even even as we've just spent trillions of dollars in new spending on infrastructure, progressive sorts of initiatives under President Biden.
18:17 --> 18:23

I think that's a very, very important point.
18:23 --> 18:25

And I think that's a very, very important point.
18:25 --> 18:27

And I think that's a very, very important point.
18:59 --> 19:00

And I think that's a very, very important point.
19:00 --> 19:02

Well, thanks, Matt. And yes, I am optimistic.

And by the time I get to the end of my brief remarks here, it should be clear.

The United States military government needs to reinforce some specific capabilities
55:38 --> 55:45

that they will need to defeat China's maritime power,
55:45 --> 55:50

which is the PLA center of gravity for the Taiwan scenarios.
55:50 --> 55:55

Then U.S. senior leaders need to confidently and assertively display
55:55 --> 56:00

these offensive capabilities to China's leaders.
56:00 --> 56:03

These are all fundamental building blocks of deterrence.
56:03 --> 56:07

We have what we need technically to do these things.
56:07 --> 56:11

But what we're missing are senior leaders in the U.S. government
56:11 --> 56:15

willing to make some simple decisions and display some urgency
56:15 --> 56:19

and confidence about the situation.
56:19 --> 56:22

So reinforce what capabilities exactly?
56:22 --> 56:26

First, the U.S. Navy's attack submarines.
56:26 --> 56:30

Second, long-range strike aircraft.
56:30 --> 56:33

The Air Force's 140 long-range bombers,
56:33 --> 56:37

plus the Navy's over 100 missile-armed long-range patrol aircraft.
56:37 --> 56:45

Third, a big theme in the book is air-to-surface munitions.
56:45 --> 56:50

We need thousands of a less expensive, easy-to-produce,
56:50 --> 56:54

mid-range air-to-surface weapon or weapons usable against both maritime
56:54 --> 57:00

and land targets.
57:00 --> 57:03

And fourth, in space, often a neglected domain,
57:03 --> 57:08

we need redundant and resilient satellite constellations used for real-time
57:08 --> 57:15

target identification, secure and reliable communication pathways
57:15 --> 57:20

among sensors and shooters, and support command and control.
57:20 --> 57:24

And with these capabilities, U.S. field commanders who Matt and I met with
57:24 --> 57:29

two months ago in Oahu will have the option to isolate and defeat China's center of gravity,
57:29 --> 57:36

its maritime power, which the PLA commanders need, they require,
57:36 --> 57:42

in order to conquer Taiwan.
57:42 --> 57:45

And just as important, approaching the problem from the perspective
57:45 --> 57:48

that I just described with these four capability sets,
57:48 --> 57:52

it will allow the U.S. commander to defeat the PLA's center of gravity while largely avoiding
57:52 --> 57:58

the PLA's massive, massive long-range missile power,
57:58 --> 58:04

which will dominate the surface out to 3,000 kilometers from China's coast,
58:04 --> 58:09

which means out to Guam.
58:09 --> 58:11

So following up on what I just described,
58:11 --> 58:15

we can bypass China's massive threat to the surface by attacking China's maritime power
58:15 --> 58:23

from under the surface, through the air, and from space,
58:23 --> 58:27

to places where the United States maintains enduring competitive advantages.
58:27 --> 58:33

And so the United States, as I mentioned, Matt, has the technology,
58:33 --> 58:37

the systems, the organizations, and the programs to quickly reinforce
58:37 --> 58:42

our competitive advantages against the PLA.
58:42 --> 58:45

So what's the problem?
58:45 --> 58:47

The problem is senior leadership in Washington and elsewhere.
58:47 --> 58:51

These leaders reveal through their actions or non-actions
58:51 --> 58:56

a wide say-do gap.
58:56 --> 58:59

These leaders say that China and the Pacific are the top military priority,
58:59 --> 59:05

but their actions don't back that up,
59:05 --> 59:07

and we find evidence of that in their strategies, their budgets,
59:07 --> 59:11

their resource allocations, and their policies.
59:11 --> 59:15

And they're also failing on the other factors of deterrence,
59:15 --> 59:19

which are to assertively display our enduring advantages to the point
59:19 --> 59:25

that the adversary understands the dangers he would face
59:25 --> 59:29

if he attempted aggression.
59:29 --> 59:32

And this is not a new concept for U.S. national security leaders.
59:32 --> 59:36

During the Cold War, leaders of both parties were confident
59:36 --> 59:42

and assertive about displaying U.S. offensive capabilities,
59:42 --> 59:46

and this successfully deterred large-scale Soviet aggression.
59:46 --> 59:51

And so, summing up, I'm an optimist.
59:51 --> 59:54

I believe we can prevail through a center of gravity analysis
59:54 --> 59:59

and not through a grinding and bloody war of attrition
59:59 --> 01:00:03

against the entire PLA.
01:00:03 --> 01:00:05

We can quickly reinforce the offensive capabilities we need.
01:00:05 --> 01:00:09

We can do it at a reasonable cost and without having to sacrifice
01:00:09 --> 01:00:13

our interests elsewhere in the world.
01:00:13 --> 01:00:15

But first, we need leaders to make some simple and overdue decisions,
01:00:15 --> 01:00:20

reinforce the specific capabilities we need,
01:00:20 --> 01:00:23

and then have the confidence to display these capabilities
01:00:23 --> 01:00:27

to our adversaries and to our partners in the region.
01:00:27 --> 01:00:31

That's great.

So, and I failed to mention that Robert's also a Marine.

We're surrounded in here.

that we need, that we already have the technological capabilities

for but don't produce in sufficient numbers.

I wanted to foot stomp something that Robert just mentioned,

which is this idea that the Chinese maritime capabilities
01:00:59 --> 01:01:03

are its center of gravity.
01:01:03 --> 01:01:05

It's the thing that, without which, Beijing is not going to be able
01:01:05 --> 01:01:09

to successfully prosecute a war against Taiwan.
01:01:09 --> 01:01:15

And so, why do we call the book "The Boiling Moat"?
01:01:15 --> 01:01:21

The "boiling moat" refers to that hundred-mile stretch of ocean
01:01:21 --> 01:01:27

that Beijing, the People's Liberation Army,
01:01:27 --> 01:01:30

and its paramilitary forces would have to cross
01:01:30 --> 01:01:33

in order to successfully subdue Taiwan.
01:01:33 --> 01:01:37

And it's a phrase that comes from a Han Dynasty scholar,
01:01:37 --> 01:01:44

statesman, strategist who said, you know,
01:01:44 --> 01:01:47

"Don't attack strongpoint cities that have the power
01:01:47 --> 01:01:50

to destroy the world."
01:01:50 --> 01:01:52

And he said, "Don't attack strongpoint cities that have
01:01:52 --> 01:01:55

the power to destroy the world."
01:01:55 --> 01:01:57

And so, what we're trying to do is to say,

And so, what we're trying to do is to say,
