Lieutenant Colonel Thomas Kulisz, representing the US Marine Corps, is a national security affairs fellow for the academic year 2023–24 at the Hoover Institution. Lieutenant Colonel Kulisz served in a variety of command and support roles throughout his eighteen-year career as an intelligence officer, leading counterintelligence and human intelligence teams, supporting special operations, and building partnerships with key allies and partners throughout both Europe and the Indo-Pacific. Most recently, he served as commanding officer of First Intelligence Battalion, based at Camp Pendleton, California. Lieutenant Colonel Kulisz is a graduate of the US Naval Academy with a bachelor of science in computer science, Johns Hopkins University with a master of science in computer science, and the Naval Postgraduate School with a master of science in information warfare systems engineering. Lieutenant Colonel Kulisz’s research at Hoover focuses on influence and its role in shaping decision making.
