Samuel Townsend

Samuel “Sam” Townsend has served at the Central Intelligence Agency (CIA) since 2007. Prior to his selection as a national security affairs fellow for the Hoover Institution for the academic year 2023–24, Mr. Townsend was the lead strategist for CIA’s Directorate of Science and Technology where he advised senior leadership and developed strategic products for CIA, intelligence community, executive oversight, and congressional oversight audiences. Mr. Townsend has served numerous roles throughout CIA focusing on technical collection and covert action operations.
