Abstract: To protect national security, the United States needs a governmentwide strategy to encourage development of a more resilient undersea cable network. The government’s current ad hoc approach and narrow view of national security creates disincentives to build state-of-the-art cables on new routes that land in the United States, and squanders opportunities to enhance security. Based on conversations with experienced practitioners, this article proposes means to improve our national security.
