On May 6, 2022, the Hoover Institution gathered leaders from the tech industry, venture capitalists, and experts in foreign and national security policy for a series of roundtable discussions with Ms. Anne Neuberger, Deputy National Security Advisor for Cyber and Emerging Technology.

Held under Chatham House Rule, the sessions allowed participants to engage in candid conversations about their perceptions of the risks and benefits emerging technologies pose to US national security. The Russian invasion of Ukraine often served as a backdrop as Ms. Neuberger and participants exchanged views about how the private sector and commercial technologies can shape geopolitical events.

Each session concluded with a discussion of actionable regulatory or self-governance ideas to strengthen global liberal democratic values and outcomes. Stanford attendees identified opportunities to answer related research questions and Hoover’s Technology, Economics, and Governance Working Group committed to serve as a convening body to facilitate meaningful engagement between Silicon Valley and the National Security Council on technology issues.
