The Hoover Institution National Security Task Force hosted a roundtable discussion with General David H. Berger, Commandant of the United States Marine Corps

The Hoover Institution has long leaned hard on the Marines. In a purposeful conversation, the Commandant and National Security Task Force participants considered how the Marine Corps is changing the means by which it achieves its goals. Participants discussed gray zone challenges globally—with China and Russia consistency overmatching the United States—and the failure of deterrence concepts to evolve alongside changing threats and technological change after the Cold War. They discussed the need to engage U.S. allies and partners with humility in order to effectively respond to this growing problem through presence and access across the Pacific. And they suggested the available scope for strengthened interagency coordination across the many organs of U.S. government whose actions ultimately shape the global security environment—including Departments of state, Treasury, and defense.
