The Hoover Institution hosted the "Patent Holdup Theory: Implications For The Courts, Government, And The Legislature" on Tuesday, October 4, 2016 from 1:15pm - 5:15pm. 

The debate about Patent Holdup theory and the implications of that debate is ongoing in various parts of the government, from courts to regulatory agencies to legislative offices. To that end, it is important to provide a variety of perspectives on the theory and empirics of patent holdup to those engaged in that discussion. Three distinguished panels discussed this theory.
